The decision to apply line surge arresters in difficult terrain is informed by estimates of local ground flash density and the “critical currents” that cause flashovers. When direct stroke protection is provided using overhead groundwires, the critical current for backflashover from grounded structure to insulated phase depends mainly on soil resistivity.
